Adding Access Control to the general Metadata-level

It is currently only possible to configure Access Control for metadata via Metadata Management and the individual Mappings. This level of configuration is requires full configuration on both the Metadata Management as well as the Mappings in order to determine 'Read' and 'Edit' rights over all inserted metadata for specific groups of users, making it rather heavy to manage on the long run. Furthermore, where the configuration of Access Control on the Metadata Management level offers allocating 'Read' and 'Edit' rights to user groups, configuring Access Control on the field-mapping level only offers allocating 'Read' rights. This inhibits a complete configuration of the context given prior.

For easy overall management of Acces Control on metadata, it would be preferable to configure 'Read' and 'Edit' access per metadata-field on the list of available metadata.
